See Chayei Adom 29-1 “ואפילו ללמוד אסור בשעת חזרת הש”ץ”, Also see Igros Moshe O:CH 4-19, tht he says that it is assur, especially when there will not b ten people answering amein.
Regarding M:B see 124-17 על כן יש ליזהר מלומר תחנונים או ללמוד בעת חזרת הש”ץ,. Aruch Hashulchan 124-9 “ואין ללמור או לומר תהלים בעת חזרת הש”ץ אף אם עונה אמן בסוף כל ברכה ומי שעושה כן יש לגעור בו”
