Hi- I have a painter doing a job however he isn’t using the necessary materials (primer) and the job isn’t coming out well. I don’t want to withhold money because it isn’t proper but I will have to repaint his work. What do I do according to Halacha? Should I ask him to repaint and buy him primer, then pay him?

If you are not happy with the job he is doing you should speak to him about it. it should be noted that all paint jobs (at least is Israel) need a primer beforehand. It might help you to talk to him about it, and at lest see what he says, then you can decide if you agree to what he says. I can not advise you what to do regarding paying him without hearing what he has to say regarding what happened
