What is the difference beetween “likunat olam” that we find in parashat pekudè (40,15) and the berith keunath olam that we find in parashà pinechas (25,12)?


The effect of the two is the same: both the sons of Aharon and Pinchas became Kohanim for all generations. The difference in the expressions used for the two is possibly that the sons of Aharon were already Kohanim, and their annointment was only to consecrate them into the service of Hashem, whereas Pinchas was not yet a Kohen, and therefore required a new ‘covenant’ of priesthood.
