May one “read” shnayim mikreh v’echad targum during Krias HaTorah on Shabbos (somewhat keeping up with the bal koreh.)

This can be done, and many do it.
Although some poskim write that one should preferably remain silent during the reading, the Mishnah Berurah (285:14) writes that it is fine to read quietly with the baal korei (see also Aruch Hashulchan 285:3).
Note that there is a special virtue of completing shnayim mikra on Friday.
