I don’t believe there is any problem. The Yerushalmi mentions that it is permitted to remove the leather around a barrel on Shabbos, and the same applies to the foil around the wine bottle. The fact that a “foil cutter” is used does not appear to make any difference (there is no issue of mechatech here, because the purpose is only to remove the foil).
