Is it permissible while at a nail salon while getting a manicure or pedicure to listen to Torah or Talmud classes on my I-pad?

Answer:
Yes.
Even when a person is in a situation that does not allow him to speak Torah words (his hands are dirty, for instance), it is still permitted to think Torah thoughts, and listening to a recording is therefore permitted.
