Whats better for the departed person; having someone learn Mishnayos, or setting up a Free loan gemach?

Sometimes two ideas cannot really be measured against one another.
Although the virtue of learning Mishnayos is well known, and this is the most accepted "iluy nishnas," setting up a gemach is also surely a great zechus.
I don't really see however why one should come at the expense of the other.
