Is there a halachic basis for not organizing happy events, such as wedding in the month of cheshvan? Or is it just a minhag in some communities? Some say, it would bring “bad luck”

I don’t know of any issue in organizing happy events during Cheshvan. Many get married etc. in Cheshvan and I don’t know of any concern in this for “bad luck” or other problems.
