How Much Water to Use for Fixed Price

Shalom Aleichem . Does a written down Torah question, without an answer, need to be put in shaimos? If a piece of paper contains both Torah and mundane writings , must it be put in shaimos ?I’m in an apartment which I pay for water a set amount per month , because there is no meter sepaDrate for my apartment (and its expensive to put on in ). I use more than regular amount of water (I assume ) because I work out of the house,am slow, and am an istinis (so I wash my hands more often then most people) , so my showers may take longer then other people. However , I don’t shower everyday (maybe less then most people), the hot water for the shower doesn’t last long ( I can’t handle the cold water much), and I more then regular for the water (200 shekel per month for water , and only hot water elecrticity , the other electricity is paid for by a meter). Without a meter, I’m not sure if I use more water then usual ( because I think I shower less then I’m entitled to ,Only once or, max, twice a week , and the hand washing doesn’t consume so much water each time even though it’s more often then usual ),and I’m not sure if my payment covers if there is above average usage .What should I do ? Since I don’t consume extreme amounts of water , only use it for standard usage , and there’s no meter, can I just continue paying and consuming water like I have till now?

1. A written question that does not discuss halachah, but only raises a halachic issue that is not discussed, does not need to be placed in sheimos.

2. Yes, if the paper has Torah content it needs to be placed in sheimos; the presence of something mundane does not detract from the sanctity of the Torah content.

3. Because you are paying a lump sum for the water, you don’t have to worry about above average levels of consumption. The amount might have in mind an average person, but without a specific stipulation you don’t have to think about how much water you use – it is all included in the price.
