Wiping after urinating

Question:

Hi Rabbi, What is the Halacha in regard to Siman 3 in Shulchan Aruch. The law is that one may not have urine on himself while making a Bracha. However, many men have to dry their penis after urinating with a tissue, is that required do in order to make a bracha (asher yatzar) or is not necessary?

Answer:

I don’t know what you are referring to regarding Siman 3, because it doesn’t talk about making brachos when a person has urine on his body in that siman. What it does say, is that a person should be careful not to rub himself over there, besides usually there should not be any need for a person to wipe himself over there. Regarding davening or saying brachos, a person is allowed to say brachos or daven even it there is some urine touching his/her body, see Shulchan Aruch Siman 78-1, and M:B 2. It is also permitted if it is on his clothes, but that garment is covered with another garment.  This is in contrast to fecal matter that one may not daven it is touching his body.
