Thank you for your question.
It is not ribis for a customer to pay a restocking fee. This is a charge that the company charges for the transaction of returning the item. It is not a charge for any loan, in fact it is the customer who gave the money to the store, so if anything the customer is the “lender”, and if he pays the person who “borrowed” the money that is not ribis. Therefore it is not an issue
