A person who is in the process of giur, can and should keep shabbes in their entirety? I heard a rabbi say that he has to keep the complete shabbes, is that right or is there some Halakha that forbids a person who is in the process of guarding the shabbes guerin completely?

Please clarify what you mean by “in the process of giur”.
In general, the Gemora (Sanhedin 58b) says that a gentile that keeps Shabbos is chayav misa. This is also mentioned in the Rambam (Hilchos Milachim 10-9). Therefore, it is hard for me to understand what you are quoting from this Rabbi. It also happens to be that when people are studying to become a ger, they specifically make sure not to keep a whole Shabbos for this reason. See Sources.
