If a grapevine that grew more than 3 years already was cut and then transferred and replanted elsewhere, without dirt from the original planting, do the orlah years still count or does it start over again with the new planting? Thank you

You are very correct, the orlah years do start again. In fact, this is an issue nowadays in Eretz Yisroel. There are times when farmers will buy grown trees from nurseries, that are already giving off decent size fruits, are moved to a different location, and replanted, which would make its future fruits orlah. This is why it is preferred to buy fruits specifically from a store that has a reliable hechsher, even regarding the orlah status of the fruits.
