The thought of not giving doesn’t negate the thought of giving the tzedakah. However if the thought of giving was not a real decision, rather a fleeting thought, then that would not be binding to obligate you to give.

It is a machshova when it was a concrete decision, you decided you are going to give this person money, but not if the idea entered your mind and for a second you thought “I should give him”, and then a fw seconds later you changed your mind.
