On Rosh Hashana, we don’t say mizmor l’toda during psukei d’zimra. However, if later in the day a person wanted to say all of sefer tehillim, would she be able to say mizmor l’toda?

It is permitted to say the whole tehillim, even with Mizmor l’toda. The reason is because you are then saying it as part of tehillim and not as a part of davening. when saying it during davening it is as if you are bringing a korban toda, which we don’t bring on Shabbos or Yom Tov (even though some do have the minhag to say it on Rosh Hashana) but when you say tehillim it is part of tehillim
