My mother passed away on Alef Tishrei (first night of Rosh Hashana – 9/15/23) and was buried in Israel on Daled Tishrei 9/19. I’m calculating the Sholoshim to be Gimmel Chesvan 10/18 with the meal in the evening Beis Chesvan 10/17 ?
My question here does Yom Kippur or Sukkot change the day of the Shloshim ?

You are correct. Succos canceled the shloshim, and therefore the shloshim restriction no longer apply
