Is there an issur of bal tashchis or bizuy ochlin to use a carrot as the nose for a snowman or to give a carrot to a child to use for that purpose?
What if one cleans the carrot afterwards and uses it for cooking?

Hello,
If the carrot will be used for eating afterwards that is best, because then there is no issue of baal tashchis at all as the carrot is not getting ruined. If, however the carrot will not be used again, as it the case most of the time, then it depends if the carrot is edible afterwards or not. If it is edible then it is also permitted, (even though in reality it most probably would be eaten). However, if it isn’t edible, then it would be an issue, because although when kids make snowmen they use carrots, in general it is not considered the normal use of a carrot.
