Is it permissible to use somebody’s internet wifi (without asking their permission) if it doesnt have a password?

It is very hard to answer such a question because it depends on the individual, if he would mind or not. If it is going to slow down his speed, or if he wouldn’t want others using it without his permission, then it can’t be used.
