It is would technically be permitted, however from a Jewish halachic aspect it is a very distasteful thing to make. We are to distance ourselves from avoda zara in every way possible. Building such a puzzle means that you will be concentrating on all the aspects of the avoda zara temple, and it is not something that Jews should be doing. As an example, would it be a proper thing to make a puzzle of Hitler YS”V? It may not be outright prohibited, but it is distasteful for us.
