My question is regarding a workplace environment, where a frum man occasionally buys female co-workers small food items such as iced coffee, muffins, ice cream bar, or pizza for the office staff (not specifically the women.)
Should I, or must I, refuse his gifts? I am under the impression that this kind of gift giving is not permitted. Is the issur on the giver or the receiver or both?
Thank you.

If the worker is buying it a way that it isn’t personal at all, i.e. it is for everyone and putting it in a public place, then it is fine to take from it. However, if the other worker is giving it to you; that seems to be a red flag, and you should politely refuse it. As a side point one must be very careful in a workplace environment to maintain a healthy distance from workers or the other gender. Otherwise it can lead to terrible things, even between frum people.
