The Poskim write about keeping on a television or radio shabbos that it is assur because of avsha milsa. What would the issur be if the volume on the television is silenced? (Please see Shulchan Shlomo 252,4 and Igros Moshe OC 4,60 that there is no zilzul shabbos when there the issur involves no noise.) Thank you!

It would still be a zilzul for the Shabbos to have the television playing .
