Before answering your question, it is important to note that under normal circumstances, a person should not have to come on to this halacha, because we usually say Birkas Hatorah as part of Birks Hashachar before we start davening. If one forgot to say Birkas Hatorah, then the Shulchan Aruch says that one can fulfill the obligation to say Birkas Hatorah by saying Ahava Rabba, (or Ahavas Olam) provided that one learns something right after davening. there is no specific verses or Mishanyos that are said for this, and any torah learning is sufficient to attach the bracha to torah learning.
