I have a sieve in the sink that catches the dirt from the dishes to prevent the dirt from going down the drain. I have to empty that sieve every now and then while washing the dishes to permit the water to go down. Otherwise the sink stays full of water. Am I allowed to remove the dirt on Shabbos? If yes, how? Is Yomtov different?

You can pick up the sieve and shake the dirt into the garbage without touching the dirt, because the dirt is muktza. This would apply to Shabbos and Yom Tov.
