Hello,
A metal pot that is glazed with enamel should be toveled without saying a bracha on it. The reason for this is because on the one hand the pot essentailly is made of metal, however on the other hand the glaze, which is where the food touches the pot, is made of a material that does not need toveling. Therefore we tovel it, but without saying a bracha on the tevila.
