It is MS’K 20th Cheshvon, I am looking the kotel.org. at Wilson’s Arch, there is a Sefardi Sefer Torah on a Bima, and men davening around it and blowing both a rams shofer and then a metal shofer and then 5 men walk around the bima. I have seen it said 3 times during this davening. What are they davening, and why are they blowing the shofer?

I can only guess what you saw. It must have been people saying selichot and praying for the safety of the people in Eretz Yisroel, and the soldiers. They were also blowing shofar, which is supposed to inspire us to do teshuva and repent.
May Hashem hear and accept their prayers.
