In the instructions of a rice cooker it says “immersing in water may cause damage to the insulation, thus, causing electric leakage and danger.” What do you advise regarding toiveling?

It should still be toveled, however it should not be used for a few days afterwards, in order to give it time for it to fully dry. If it is put in the boiler room, the sun or similar place, the drying process will go faster.
