The issue here is not how many times she should turn her finger, rather she has to make sure that the cloth has touched all the crevices of the vagina. This is done by applying slight pressure to the cloth to ensure that it has wiped all the cervices. Turning her finger or moving it around in a way that ll the areas have be wiped it the idea. once is not enough, since she cannot turn it 360 degrees at one time. There is no need to turn her finger on the way in and out, as long as all parts as checked.
