A relative has a new credit card arriving in the mail (they are not planning to be in town when the card arrives) and they would like me to call them and tell them the credit card number and activation code when it arrives so that they can utilize a promotion that involves if they spend a certain amount by a certain time, they get cash back or points type of benefit. May I tell them the credit card number and activation code over the phone, or would this transgress ribbis, or any other halacha?

This is not ribbis, beccause you are not lending the person any money. Heling someone get a credit card is not ribbis.
