My sister was nifteres on Second day Succos and the kevura was on first day Chol Hamoed- does Smini Atezes subtract from the observance of the Sholshim-When can I stop observing Shloshim?

According to most poskim Shmini Atzeres only counts like seven days if the person sat shiva even partially before Yom Tov, however if there was no shiva before Yom Tov then it only counts as one day. There is, however, an opinion that it still counts as seven days. Therefore, Gesher Hachayim rules that one should observe sheloshim and count it as only one day, however if there is a need, then one can be lenient and count it as seven days.
Therefore since shloshim starts from the burial day, it would end on Tuesday the 16th of Cheshvan. However if there is a pressing need, then you can be leneint regarding that issue from Wednesday, the 10th of Cheshvan.
