Removing the tefillin is brought in the Bauis Yosef and Shulchan Aruch O:CH 25-13, because in kedusha of Mussaf we say “Keser yitnu lecha”, “you will be given a crown”, and it isn’t proper for us to be wearing our “crown” at that time. although we only say this during chazaras hashatz, nevertheless we remove the tefillin before Shemona Esrei. This is very nice according to the Sefardic minhag to say keser by Mussaf, the Ashkenazim how don’t use this terminology, have a different reason for the minhag. the Levush says that when davening Musaf, it is like we are bringing the korban Mussaf, and at that time is like a Yom Tov for us. on Yom Tov we don’t put on tefillin because it is considered as “os”. Therefore at least while davening Mussaf we don’t wear our tefillin.
