If someone one says tikun chatzos occasionally/once every so often is hataros nedarim required if bli neder was not said. It was never intended to become a neder just that whenever I decide to say it I would say it
Answer:
Doing a mitzva can turn into a neder in one of two ways. Either by doing it with the intention to continue it from now on, or by doing it three times consecutively. What you are describing doesn't sound like either of them, therefore it would not be considered a neder l'dvar mitzva. Aside from this, if the person made a declaration that all of his future nedarim should be null and void, that declaration will help for such a neder.
