When the Kitzer Shulchan Aruch says in order for a vow to take effect, one must mean it in his heart and verbally express it. What kind of Nedarim is it referring to?

He is referring to all nedarim, that one may make, the rule with nedarim is that the person has to express it verbally. There is an exception, when giving money to tzedakah, then if the person decided to give the tzedakah, that it has to be given, even if the person didn’t actually say it verbally. This deciding means that the person didn’t think to give the tzedakah in a wishy-washy way, (it’s a great idea to give, or I should give the tzedakah) rather it was a decision with a finality.
