I’d like to know if and how the mitzvah of tzar balei chaim would apply to small pets? For instance, when kids get chicks to raise, or a rabbit as a pet, or salamanders. Is it okay to purchase these animals if they may die sooner or later due to unintentional negligence? How much should people know about an animal’s care and lifespan in order to make a responsible decision regarding the commitment of feeding it properly, safely picking up and carrying around these animals, etc?

You are making a good point. Before buying a pet, the potential owner should find out what types of food the animal needs, and other basic pointers that are needed to know. This information can usually be obtained from the owner of the pet shop. They would know what kind of food it needs to eat, and under what conditions it should be kept. However, there is no need to invest a tremendous amount of time into this.
One point that the owner of the pet store might not tell you. According to halacha, a person who owns or cares for a pet may not eat before feeding the pet. Drinking however is allowed. The reason for this halacha is in order to prevent tzar balei chaim. See sources.
