If there is a garbage can which contains a dirty diaper (or other smelly garbage) which has a cover, can someone be near the garbage can and daven/say brachos (if they cannot smell it at that time?)

If the dirty diaper is covered by the garbage can, and the smell doesn’t reach you, you may daven and say brachos there. Normally we have to be 4 amos (6-8 feet) from where the smell stops, however since the dirty diaper is covered by the can or a plastic bag, it is sufficient that it doesn’t smell in the place that you are standing.
The reason the person doesn’t smell the diaper has to be due to the person’s distance from the diaper, but because the person has a problem smelling things.
