Thank you for your help. This is very embarrassing to write. I sometimes from even non-inappropriate touching become aroused and a small discharge comes out and I don’t even notice, it sometimes until I use the restroom and see it in my garment. Is this considered zera levatalah? And if it’s not, is there a problem saying a davar shebekedusha while it is there?

From what you are describing it sounds like the discharge that you are referring to is pre-seminal fluid, as you describe that it comes out without you even noticing it. This is not considered zera, therefore it would not be an issue. Additionally, even if it would be zera, the basic halacha is that we don’t consider it to be like refuse, (see sources) although according to kabbalah it should be washed or cleaned off. Additionally, even if it would be considered like refuse, it is only on a garment and the garment is covered with another garment, and even with refuse, if it is only on one’s garment and it is covered with another one it is permitted to daven etc.
