To make blanket statement that any capsule/tablet is permitted to take without water is incorrect. Although the person is not benefiting from the taste of the pill, nevertheless it is not permitted without sufficient reason. The Mishna Berura 612-15 writes this regarding Yom Kippur. Even regarding Tisha B’av, one should not just take pills, without any specific need on Tisha Bav, with the rationale that it is just a pill without water.
