I am going on vacation in 2 weeks and needed to renew a passport. However, it normally takes more than 7 weeks to renew it. In order to book an appointment for an urgent passport one has to come to the appointment with proof of international travel within the next 14 days. It is very hard to get these appointments and one may have to travel many hours to get to an available office.
I was able to get an appointment in my city b”H but right before I booked my flight I found out it will be raining at my destination and will not be going there. I now have to choose a different location to vacation at. It may be out of the US or in the US (so I may potentially not need a passport)
Am I allowed to buy a cheap ticket to an international destination that I will not go to in order to bring proof of travel to the passport appointment? I do not want to lose out on the appointment and I may still end up needing a passport, depending where I end up vacationing at.
Is this Genevas Daas to do so or some other issue? Is there another more appropriate way to go about this?

It would not be geneivas daas because the clerk in the passport office doesn’t care one way or the other. Buying the ticket, if it is done online and totally automated, then there wouldn’t be geneivas daas with that either. However, you do have to be careful not to lie.
