The reason we don’t make a bracha when building the succah is because the actual building of the succah is not the mitzva, rather the preparation for the mitzva.
One of the reasons brought why we don’t make a bracha on writing a sefer torah is given by the Chasam Sofer. He says that because nowadays we are no considered “beki’im” (experts) in “chaseiros v’yeseiros” (knowing which words are spelled ina full manner and which in a shortened version), therefore we don’t make a bracha in writing the sefer torah.
