Hataras Nedarim essentially has to be done with the person who made the neder being present, in front of the three (including one person who knows Hilchos nedarim) who are being matir the neder. There are extenuating circumstances when it can be done over the phone, however it cannot be done through an internet site. You can call, the Bais Horaah at 972-2- 502- 3637, between 1:40-3:30 S-T, discuss it with them and ask them if they will be willing to do hataras nedarim for you.
