Is one allowed to fill a crockpot with water before Shabbos and leave it on, if the sole purpose of the crockpot pot is to reheat food?
The method of reheating will involve removing the crockpot lid before Shabbos, then covering the crockpot with a flat metal tray. On Shabbos, metal containers with fully cooked dry cold food would be placed on the on the tray. The metal containers would be covered pots and/or covered baking trays.
The setting would be low heat.

There are three potential issues with doing this. The first is Chazara (Returning food to a heat source). However, this would not be problematic since chazara will only apply when it is returned to a place that it is the norm to cook in such a fashion. Since people do not cook by placing a pot of food on top of a hot pot of water in this fashion, that would not be an issue.
Additionally, any food placed into the pots on the crock pot, must be dry, otherwise when they get reheated it would be considered recooking it (bishul achar bishul).
The third potential issue is hatmana, since essentially you are placing the food inside an enclosed place that has a heat source, and the reason you are doing it is in order for the metal of the pot to heat the food up. R’ Moshe Feinstein zt”l however writes that it is permitted to place food inside a pot, even with the intention to add to the foods heat, since a pot cover is the normal cover for the pot. However, to cover something else, with the intention of helping it heat up would not be allowed. Therefore, it would be permitted to cover the pot since it is its normal cover. Additionally, the food inside the pot should not be covered with silver foil, as that would also create hatmana.
