Does the chazan say ‘H elokeichem’ to himself and then say ‘H elokeichem emes’ aloud? Or does he say ‘H elokeichem emes’ to himself and then repeat it aloud? Thank you

Although there is some controversy about this, and there are some poskim who say that the chazzan only says the words “Hahsem Elokeichem” and doesn’t say the word emes the first time. However, the Shulchan Aruch, Rema, say that the chazzan should say the word emes the first time, and the Mishna Berura writes that this is the minhag.
